Nuclear DKM issues and priorities are often unique to the particular circumstances of individual countries and their regulators as well as other nuclear industry organizations. Because of each of these disasters, safety precautions have evolved and been implemented as prevention measures towards future nuclear disaster potentials. There is a lot of international collaboration, but it has evolved from the bottom, and only in 1990s has there been any real top-down initiative. Each nuclear power plant site in Canada has enough space to store all the used nuclear fuel produced during the operating life of the station. They are backed up by the IAEA International Generic Ageing Lessons Learned (IGALL) program which is documented in databases and publications, in the form of downloadable safety guides and reports on ageing. The reactor's other protection systems also functioned as designed. In some early Russian pressurized water reactors, the pressure vessel is relatively narrow and is thus subject to greater neutron bombardment that a wider one. Looking at spent fuel storage pools, similar analyses showed no breach. Those improvements are both in new designs, and in upgrading of existing plants. The Convention is an incentive instrument. Level 1 evaluates what failures can result in severe damage of reactor core or the stored fuel in the spent fuel pool, and this includes internal events such as equipment failures, human errors and internal and external hazards such as an internal fire or an earthquake. Short term risks may include physical injury, while long-term risks may be increased risk of developing cancer or heart disease. The Convention entered into force in October 1996. Figure 1 lists the organizations responsible for the long-term management of used nuclear fuel, low-level radioactive waste, intermediate-level radioactive waste, and uranium mine and mill tailings in Canada. The first order required the addition of equipment at all plants to help respond to the loss of all electrical power and the loss of the ultimate heat sink for cooling, as well as maintaining containment integrity. Similarly, the massive structures mean that any terrorist attack even inside a plant (which are well defended) and causing loss of cooling, core melting and breach of containment would not result in any significant radioactive releases. Radiation Hazards. Seek safety. Think of a control measure as an action aimed to eliminate a hazard completely. A few of these are gases at normal temperatures, more are volatile at higher temperatures, and both will be released from the fuel if the cladding is damaged. This needs to be dealt with to avoid the potential for explosion with oxygen present, and many reactors have been retrofitted with passive autocatalytic hydrogen recombiners in their containment, replacing external recombiners that needed to be connected and powered, isolated behind radiological barriers. The CNSC has established a licensing and compliance system to ensure that all persons who use or possess nuclear substances and radiation devices do so in accordance with a licence, and that regulated parties have safety and security provisions in place that ensure compliance with regulatory requirements.
